California has set out to restore habitat in the San Francisco Bay Delta, while making the supply water agencies use from the delta’s rivers more reliable. The draft of the Bay Delta Conservation Plan has been called a “fish first” plan. Still it has earned harsh criticism from some environmental groups for failing to set aside a certain amount of water for habitat. State Secretary of Natural Resources John Laird is facilitating the process, he spoke earlier this week.
